When Emperor Naruhito made his first international trip after ascending the throne in 2019, it was to the United Kingdom. He entered the country without any passport or visa, reflecting deep mutual respect between the two monarchies.
These royals can travel to over 190 nations through bilateral agreements and diplomatic understanding. However, their journeys are never for personal vacations, only for official state visits, ceremonies or international events representing their nations.
Privileges That Go Beyond Travel
The passport-free status comes with broader privileges. These royals also enjoy diplomatic immunity, meaning they cannot be detained, investigated or prosecuted in any country. Yet, such protections are purely symbolic and never misused.
For example, during Empress Masako’s 2024 trip to France, her visit involved no visa process and was met with top-level security and ceremonial honor. Similarly, King Charles receives full royal treatment in Commonwealth nations like Australia, Canada and New Zealand.
In Japan, the Emperor, known as the Tenno, is believed to be a descendant of the gods, placing him above ordinary law. In the UK, the King serves as Head of State and is formally recognized in several Commonwealth realms, extending his ceremonial influence far beyond British borders.
How Do Other Leaders Travel?
Even the most powerful global figures do not share this liberty. The UN Secretary-General, for instance, holds a laissez-passer, a special UN travel document. However, it functions much like a passport and still requires visas in many cases.

In India, President Droupadi Murmu and Prime Minister Narendra Modi both travel on diplomatic passports and must comply with visa rules, despite representing the world’s largest democracy.
In contrast, Emperor Naruhito’s every overseas journey is coordinated by Japan’s Foreign Ministry, while King Charles’ trips are organized by the UK’s Foreign Office. There is even speculation that Emperor Naruhito may visit India in 2025 and if that happens, he will arrive in Delhi without ever presenting a passport.

Such rare privileges are not about personal comfort but about global diplomacy. Experts say these traditions strengthen international goodwill and represent the soft power of nations with long histories of monarchy.
For ordinary travellers, a passport remains the ultimate ticket across borders. But for these three royals, the world truly opens its doors, no stamps required.
